CPPCC National Committee Member Wang Jing: Comprehensively Advancing the Construction of Digital China

"The global popularity of ChatGPT has thrust artificial intelligence technology into the spotlight in the digital era, and Digital China is poised to enter a new 'intelligent' phase." During this year's NPC & CPPCC Sessions, Wang Jing, a member of the National Committee of the CPPCC and Chairman of Newland Science & Technology Group, has prepared several proposals aimed at promoting the development of China's digital economy, with the expectation of comprehensively advancing the construction of Digital China.

Wang Jing emphasized that "digital citizens" form the foundation of the digital world, while digital RMB serves as the bedrock for the operation of the digital economy. Together, they will solidify the digital infrastructure for building Digital China, creating the "credible roots" and "data sources" essential for its construction.

Wang Jing suggested that recognizing "digital citizens" as a crucial and foundational task should be incorporated into the top-tier design framework of Digital China. She proposed that the central government coordinate efforts to organize a cross-ministerial, industry-wide body dedicated to developing credible digital identities as the starting point for a national strategy on "digital citizenship." The strategy would comprehensively tackle the pain points and needs of various systems, sectors, and stages linked to digital citizenship, while also providing clear development pathways for the technologies, standards, applications, models, and scenarios pertinent to "digital citizenship."

Wang Jing also proposed the establishment of a pilot demonstration zone for the construction of Digital China. This zone could be envisioned as a pioneering area of reform, a global landmark, and a "city of the future" for Digital China, fostering more beneficial innovative practices and governance frameworks for its development.

"With 'Digital Fujian' acting as the starting point for the implementation of Digital China, it offers inherent advantages for early pilot trials," Wang Jing said. She recommended prioritizing the development of the Digital China (Fujian) Pilot Demonstration Zone, making digital identity and digital RMB key projects and focal points of the demonstration zone, which will lead to comprehensive digital development.

The private sector plays a pivotal role in advancing China's modernization efforts. This year's Government Work Report emphasized the comprehensive implementation of policies and accompanying measures to promote the growth and strengthening of the private economy, further addressing the key issues related to market access, resource acquisition, fair law enforcement, and rights protection. Wang Jing, a member of the National Committee of the CPPCC and CEO of Newland Science & Technology Group, stated that "restoring confidence is the key to enhancing the quality and efficiency of the private economy." In recent years, a series of policies have been introduced in response to the concerns of enterprises, addressing the shortcomings and weaknesses in the development of the private economy, which has greatly reassured businesses.

Committee Member Wang Jing believes that the rapid implementation of these policies will further unleash the inherent dynamism and innovative vitality of the private economy. It is crucial to continue encouraging private enterprises to accelerate the transformation of innovative achievements. They should be guided to integrate their unique strengths with the pursuit of high-quality economic development and the implementation of major national strategies, speeding up their transformation and upgrading processes. Policies should also be introduced to support outstanding enterprises in "going globally." Encouraging bold innovation and investment among private enterprises will empower them to become leaders grounded in the domestic market while actively engaging in international competition, contributing to building a "dual circulation" development pattern.

Creating opportunities for private enterprises requires enhancing policy coordination, refining and quantifying policy measures, and developing complementary initiatives. Committee Member Wang Jing suggests fostering a fairer environment for market access to continually and effectively enhance private enterprises' perception of policy benefits. By further dismantling various barriers, more sectors should allow private investment to enter, grow, and thrive.

"The entrepreneurs of the new era should not only 'dare to be the first' but also 'consider the world their responsibility,' embodying a spirit of striving to ensure their enterprises thrive steadily and long-term, injecting life into the essence of the business," stated Wang Jing. With the guidance of supportive policies, entrepreneurs can confidently uphold principles and innovate responsibly, promoting the leapfrog development of productive forces and the high-quality growth of the economy.
